Please could you provide comparable data to that shown on p.19 of the States of Jersey Police Annual Report 2016 relating to the number of responses to welfare concern incidents relating to mental health for the years 2010 to 2014.
These are not recorded in previous reports. If these incidents are recorded, but under a different name, can you make it clear what this name is?
The States of Jersey police did not sub-categorise welfare incidents prior to 2015. The information requested is not held in a searchable format.
To research the information requested would require every welfare incident from 2010 to 2014 to be examined which would take in excess of the time permitted under the Freedom of Information (Jersey) Law 2011. The creation of information is not within the remit of the law.
In January 2011, welfare checks were recorded at under 50 per month on average. In December 2014 the average was above 90 per month. With this rising commitment, the States Police began more detailed recording to reflect the increase in resource commitment.
Welfare incidents relating to mental health:
Article 16 - A scheduled public authority may refuse to supply information if cost excessive
(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.
Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 allows an authority to refuse a request for information where the estimated cost of dealing with the request would exceed the specified amount of the cost limit of £500. This is the estimated cost of one person spending 12.5 working hours in determining whether the department holds the information, locating, retrieving and extracting the information.
