Request

I would like the following policies from States of Jersey Police force:

A.

Criteria and policy for making Enhanced disclosures for DBS and PVG (Disclosure Scotland).

B.

Criteria and policy for being of interest to Offender Management Unit.

C.

Criteria and policy for compensation after a complaint about the police.

Response

A.

Disclosures to DBS are made using the UK Home office guidelines which can be accessed using the following web address.

UK Home Office guidelines on the gov.uk web site

B.

Offender Management Unit (OMU):

Any person convicted of a relevant offence (as outlined under the Sex Offender’s (Jersey) Law 2010 will become subject to Notification Requirements under this legislation. All such persons will be referred to JMAPPA (Jersey Multi-Agency Public Protection Arrangements) and will be managed by the Offender Management Unit.

Persons who are under investigation for sexual offences and could potentially be registered will be of interest to OMU however we would not necessarily engage with them until such time as they have been registered by the courts.

Persons travelling to Jersey who are subject to registration from another jurisdiction will be of interest, as such persons travelling from the UK are required to sign on locally.
Officers from the unit may also be tasked to investigate relevant intelligence received. This will not automatically lead to the unit managing the individual on an ongoing basis.

C.

Complaints / Compensation:
Each case will be decided on its merits and as such the States of Jersey Police do not hold the information requested.
