In a recent report by the Care Inquiry Review Panel, it was stated:

"A 24 hour telephone helpline was set up for two weeks following the release of the Independent Jersey Care Inquiry (IJCI) report. This was responded to by either a Psychologist / Psychological Therapist who had specialist skills in psychological trauma."

Please kindly provide the amount paid to this individual over the period for which they were recruited, as well as the costs associated with setting up and maintaining the helpline.

Response

In order to deliver the support necessary following the release of the Independent Jersey Care Inquiry (IJCI), a dedicated helpline and email mailbox were set up for the States of Jersey.

During business hours, this helpline and email mailbox were monitored from within the Health and Social Services Psychology Service, and contacts responded to by a psychological therapist or psychologist, who were trained in providing specialist trauma-focussed support. Any costs incurred were absorbed by the service.

Outside of business hours, and including weekends, this helpline was monitored by a psychological therapist and psychologist from within the Psychology service and again, any costs incurred in terms of out-of-hours payments were absorbed by the service.

Due to the small numbers of personnel involved in responding to requests for support, Article 25 of the Freedom of Information (Jersey) Law 2011 has been applied in order to protect the privacy of individuals.

Please note the email mailbox has remained open since the publication of the IJCI report, and as such, any requests for support can be directed to: inquirysupport2@gov.je

Article 25 Personal information

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2005.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2005; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.
