In the Controller and Auditor General's recent report on Jersey's Community and Social Services provision (attached below), Karen McConnell says that, "since 2006, six improvement notices have been issued by the Health and Safety Inspectorate (HSI) concerning Health and Social Services Department (HSSD), later Health and Community Services (HCS)."

The report states that these involve "failure to adequately manage violence and aggression and ensure a safe environment in a healthcare setting." For your reference, this is on page 25 of her report within the case study section.

Controller and Auditor General's report

Can you please detail each of these six improvement notices since 2006, making sure to include the following information:

  • when were each the notices served?

  • which Health Department bodies were the subject of each of the improvement notices (i.e. Orchard House)?

  • why were each of the notices served? What were the circumstances which led to each of the notices being served?

Please also provide copies of the notices themselves (redacted if necessary).
