As of 31 March 2019, please can you tell me how many States of Jersey funded contract (not pay-as-you-go) mobile phone services (ie SIM cards) were in use within the States of Jersey? Please break this down by department.


During 2018, how many mobile phone handsets were purchased by the States of Jersey? Please break this down by department.

Where possible, please provide the make, model and cost.



The Government of Jersey has a ‘Sim Only’ Corporate Contract with Jersey Telecom (JT) which provides voice and data sim cards. There are a total of 2875.

Sim cards are not only used for mobile phones but also telemetry purposes such as patient heart monitoring, data feedback from engineering areas, and so on. It is not possible to determine the number of Sims that are utilised for mobile phones alone from the data held. The table below provides the current allocation of sim cards that are supplied via JT.

 *This figure covers a substantial number of handsets purchased for the States of Jersey Police as part of the SMART Police project.

It is acknowledged that this may not represent the total expenditure on handsets but with the information held this is what it has been possible to determine at this time, without extensive data mining, which it has been estimated would exceed the 12.5 hour limit under the Freedom of Information Regulations.

Article 16 A scheduled public authority may refuse to supply information if cost excessive

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.

Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 allows an authority to refuse a request for information where the estimated cost of dealing with the request would exceed the specified amount of the cost limit of £500. This is the estimated cost of one person spending 12.5 working hours in determining whether the department holds the information, locating, retrieving and extracting the information.
