The C&G Audit report on the States Employment Board explains that the wages bill for states employees’ amounts to 30% of the revenue annual revenue budget. In the debate in the States Assembly on 26 March some of the members requested in an explanation of how much Deputy Southern's proposal to release extra funds may have cost. This was not given. Could an explanation be given of:

How much a 1% pay increase would be in real terms ie the total cost on the revenue budget per annum?

B

What percentage this is of the total revenue budget?

C

What percentage this is of the total States budget per annum?

D

What level the contingency budget is currently - in real terms and as a percentage of states' income.

A

The cost of a 1% pay award for all groups based on the final consolidated pay budget for 2018 would be in the region of £3.9 million.

B

£3.9 million represents 0.5% of the total cash limit for 2019 including contingencies.

C

The States budget differs in each year. The total cash limit approved in 2019 was £734.8 million and the allocation to capital (funded by the consolidated fund) in 2019 was £33 million. £3.9 million represents 0.5%.

D

The Medium Term Financial Plan Addition 2017-2019 allocated £12.1 million to contingency. States income (excluding departmental income) for 2019 is budgeted at £827.6 million, therefore the 2019 contingency budget represents 1.5% of 2019 States Income.
