For the past five years (i.e. from Jan 2010 to Dec 2014):

Total number of business licences issued; Total number of ‘unqualified’ licences; Total number of J cat licences; and the equivalent totals under the new registration system. The question was clarified [with the applicant] and it was confirmed that the following information was required:

From 2010 to 2014:

A.

Total number of licensed businesses (Active Undertakings).

B.

Total number of ‘unqualified’ Licences (These being called non-locally qualified licences under the old Regulation of Undertakings and Development (Jersey) Law 1973 and now called Registered permissions under current Law).

C.

Total number of J cat licences (these being J cat consents under the former Housing Regulations 1970 and now called Licensed permissions as a condition of a business Licence).

Guidance notes:

Prior to the introduction of the Control of Housing and Work (Jersey) Law on 1 July 2013 (CHWL), in principle permissions for Licensed staff were granted or refused on an individual case by case basis under the Housing Regulations 1970.

Under the CHWL Licensed permissions are a condition of the business licence that permits a maximum number of licensed staff.

Under the CHWL application is only required by a business should it require additional Licensed permissions, aligning the process as per applications for Registered permissions (previously designated as 'non-locally qualified' under the former Regulation of Undertakings and Development (Jersey) Law 1973.

  • Licensed staff for private sector reported as per Labour Market Survey, rounded to the nearest 10
  • Licensed staff as at December 2014 shall be Reported in the Spring 2015 Labour Market Survey
  • the public sector was exempt from the former Regulation of Undertakings and Development (Jersey) Law 1973. Under the CHWL this exemption no longer applies.
