Can you please provide details of all companies or individuals engaged with Health and Community Services (HCS) on a consultancy basis since the beginning of 2018 including details of the terms of reference of the engagement, the total value or day rate of the contract and the tender process followed in each case?

This should include all interim staff employed on a day-rate basis who are not employed directly on either a fixed term or permanent basis.

Response

The data needed to fully respond to this request would require the analysis of HCS engagement with locum consultants, doctors and agency staff. This data is held across multiple systems and is not held in an easily reportable manner. Therefore, Article 16 has been applied as HCS consider that a response would take more than 12.5 hours to collate.

Article 16 A scheduled public authority may refuse to supply information if cost excessive

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.

Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 allows an authority to refuse a request for information where the estimated cost of dealing with the request would exceed the specified amount of the cost limit of £500. This is the estimated cost of one person spending 12.5 working hours in determining whether the department holds the information, locating, retrieving and extracting the information.
