Recent Freedom of Information responses from the Government have highlighted the lack of granular poverty measures in Jersey. Can the Government explain the following:
Why it does not currently have an Index of Multiple Deprivation like other jurisdictions (England, Isle of Man and Guernsey for example)
What research has been conducted into the feasibility of developing an index of multiple deprivation for Jersey?
Which team within the Government would be responsible for developing an Index of multiple deprivation?
How much would the development of an Index of Multiple Deprivation cost to produce?
What work needs to be conducted in order for the correct output areas of 100 households or 1,000 people, like the lower super output areas produced in England, to be defined ahead of the next census?
Which current projects run by the Government would benefit from having an Index of Multiple Deprivation or other poverty measure?
The information requested is not for information that is ‘held’, as defined within the Freedom of Information (Jersey) Law 2011. The request is therefore refused.
Article 3 Meaning of “information held by a public authority”
For the purposes of this Law, information is held by a public authority if –
(a) it is held by the authority, otherwise than on behalf of another person; or
(b) it is held by another person on behalf of the authority.
Article 4 Meaning of “information to be supplied by a public authority”
(1) For the purposes of this Law, the information held by a public authority at the time when a request for the information is received is the information that is to be taken to have been requested.
(2) However, account may be taken of any amendment or deletion made to the information between the time when the request for the information was received and the time when it is supplied if the amendment or deletion would have been made regardless of the request for the information.
