How much does the States of Jersey provide to charities by way of funding/grants (2010 to 2015 inclusive)?

A.

Please give a list of what each charity receives from the island's public purse for each of these years.

B.

What conditions are attached to the provision of funding to charities to ensure that public funds to charities are well managed and how are these audited?

Response

The response has been separated into two parts:

A.

In accordance with Article 23 of the Freedom of Information (Jersey) Law 2011, the Treasury and Resources Department is absolutely exempt from providing this information (see below for detail).

A list of grants above £75,000 (from 2013, prior to 2013 £100,000) is included in the States Financial Report and Accounts. Those below that threshold are included in the Annex to the States Financial Report and Accounts. All the documents are available from the link below.

The States of Jersey issues financial directions under the Public Finances (Jersey) Law 2005. The document below contains the rules which must be followed by departments in relation to grants:

Recipients of grants which are over the threshold are required to provide their accounts. These are available at the States Greffe for the public to view.

Article 23 Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under the Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information

Justification:

The Treasury and Resources Department produce the annual accounts and reports and all these documents are available to the general public on www.gov.je
