I wish to know the following information regarding Personal Protective Equipment (PPE): 

A

Do the States of Jersey and the Health and Community Services Department have a central database regarding the obtaining and distribution of PPE to the States of Jersey hospital and States of Jersey and private Care Homes?

If not, how do the States of Jersey and the Health and Community Services Department keep track regarding the obtaining and distribution of PPE to the States of Jersey Hospital and States of Jersey and private Care Homes?

C

How much PPE has so far been supplied to the State of Jersey Hospital and States of Jersey and private Care Homes and what has been the total cost so far?

D

What individual items of PPE have so far been supplied to the States of Jersey Hospital and States of Jersey and private Care Homes?

E

How much of PPE has been supplied from domestic manufacturers in Jersey and the other Crown Protectorates and the UK and how much from abroad and from which countries?

F

How are items of PPE distributed to States of Jersey Hospitals and States of Jersey and private Care Homes and what has been the total cost so far?

Please note that the number of items referenced in the spreadsheet may refer to multiple items (ie a box of gloves) or individual items (ie a visor). To investigate and include this information for every entry would be time excessive.

The total cost at the time of this request is still to be finalised. An exemption order was provided to be able to purchase PPE up to a value of £5m

CME certified PPE is not commercially manufactured or sourced in the States of Jersey. Such CME certified supplies of PPE have been obtained from multiple sources

  • a weekly provision from the Department of Health and Social Care

  • a large number of suppliers sourcing PPE from a large range of jurisdictions

The PPE Cell database does not record the country of origin

To fulfil the Island’s requirement for PPE in response to the COVID-19 Emergency a central coordination cell was established to capture in real-time PPE requirements of both public and non-public sector organisations.

The PPE Cell mandate was to standardise the process whereby PPE was ordered, prioritised and issued to organisations ‘in scope’ according to, and in support of, PPE guidance issued by the Public Health Department. The Cell became operational 11 April 2020.

The responsibility of the cell is to manage a ‘prescribed list’ of PPE products. The cell prioritises requests from this prescribed list. The ‘run rate’ of items on the prescribed list then informed PPE inventory management and procurement. Commercial Services supports the PPE Cell to ensure that the ‘pipeline’ of PPE orders was enough to support the PPE ‘run rate’ without depleting stock levels of each item of PPE to a point where the risk to staff and other PPE users was unacceptable.

PPE items have been distributed using a logistics network deliberately created to mitigate the risk of catastrophic loss through fire or other untoward events. Two key points of stock holding are the Five Oaks Health and Community Services Store and the Jersey Field Squadron Barracks.

The total cost at the time of this request is to be finalised. An emergency exemption order was provided to be able to purchase PPE up to a value of £5m

The PPE Cell will continue to supply PPE in the way described above until its mandate to do so is changed by the Senior Responsible Officer for the Cell

At present we do not know the full amount of further individual PPE items that will be supplied.

The PPE Cell has records since 11 April 2020 of all items of PPE distributed from the prescribed PPE list to all organisations in scope which incudes States of Jersey Hospitals and States of Jersey and private Care Homes. A daily stock record is produced of PPE by item and a report is produced describing orders in ‘pipeline’ ie orders placed but not yet delivered on island and receipted into stock.
