Regarding the temporary agreement between all the GP's and the Government of Jersey's Health Department, please confirm the following.

The number of GP's who committed to this agreement.

B

The starting and finishing dates of the agreement.

C

The overall cost for this four month period giving a breakdown of how this figure is arrived at.

D

Is this temporary agreement going to be extended and if so for how long?

Have or will the GP's be offered a permanent agreement?

A

106 GPs signed the contract, giving 86.6 whole time equivalents as some GPs worked part time.

B

The agreement was signed on 9 April 2020 and expires on 8 August 2020.

The maximum total cost of these contracts is expected to be £7.22m (£4.077m in relation to the Contract of Employment and £3.14m in relation to the Surgeries Agreement). The Surgeries Agreement will be subject to Open Book Accounting and Audit so that only “reasonable costs” relating to the operation of the GPs surgeries are reimbursed.

The Contract of Employment is based upon 90 FTE GPs at an annual salary of £110k per annum and other benefits in line with the Government of Jersey (GOJ) standard terms and conditions. The Contract of Employment costs also include additional insurance premium costs and the reimbursement of GPs indemnity insurance. Total Fees and Benefits received are estimated to £2.7m for the duration of the contract (£1.6m Medical Benefits and £1.1m Other Fees).

This is considered to be the maximum exposure to the GOJ based upon the current information on patient appointments and the cost base.
