Please will you provide me with information concerning data links between all, or the majority, of GPs practices in Jersey and the Government of Jersey’s health professionals.

I am not asking for any information concerning telephone, fax links or monetary data. I am not asking for any information about the temporary changes that have been made during the Covid-19 crisis to the relationships between GPs and the Government.

I am asking for information about the system(s) that are in use by GPs that the Government of Jersey has been involved in specifying and / or procuring and that can be accessed by some parts of the Government of Jersey. This may be referred to as “disease registers” as documented on page 26 of the 2016 States Report “A sustainable primary care strategy for Jersey” - R.1/2016.

The birth of such arrangements, as recorded in States documents, see link below, appears to have been dogged by repeated failures.

GPs and Health Information

Specifically:

Is the system identified as “GPnet” in service and meeting all the requirements as set out in the original requirements for it?

If not please list the deficiencies.

C

Is the system identified as “GP Server Project” in service and meeting all the requirements as set out in the original requirements for it?

D

If not please list the deficiencies.

E

Is the system identified as “EMIS” in service and meeting all the requirements as set out in the original requirements for it?

F

If not please list the deficiencies.

G

Are any health professionals employed by the Government of Jersey, such as the Medical Officer of Health, able to access any parts of any of these systems?

H

Are any non-health professionals able to access any parts of these systems?

I

Is it possible for any of those post-holders in G or H above to access data enabling information to be extracted such as disease prevalence by disease, by patient’s age, sex, location?

If yes please list the criteria, such as age or location, which may be used to sort the data.

The GP Server Project relates to consolidation of GP practices on to one common platform – EMIS Web.

The service is fully operational and meeting all requirements.

The Medical Officer for Health is unable to access EMIS. HCS and Statistics Jersey have access to the Enterprise Search and Reporting function that allows for access to reporting functionality and does not provide any access to identifiable patient data.

Statistics Jersey accesses the Enterprise Search and Reporting function.

Non-health professionals within HCS also access the Enterprise Search and Reporting function in order to enable the Jersey Quality Improvement Framework
