Response
A
The attached spreadsheet details the 174 sites that come under the exclusive and specific remit of Jersey Property Holdings (JPH).
174 Freehold Properties with JPH as at 23 December 2020
JPH provide maintenance for properties and land assets which are under the direct control of other sections. For example, JPH carries out the maintenance of the school sites, however, these sites are controlled by the Children Young People Education and Skills department, therefore, these have not been included on the list.
Please be advised that the Government of Jersey does not hold a property list for the Jersey Development Company and you may wish to send your request in writing to the at:

The information you have requested is partially exempt under Article 23 of the Freedom of Information (Jersey) Law 2011 because the information is already accessible to you on www.gov.je within a previous Freedom of Information (FOI) response linked below.
Government owned properties (FOI)
The properties identified for disposal in the previous FOI, along with the properties set out below, are expected to progress towards completion during the next 18 months.
This may not be an exhaustive list as the Public is approached from time to time by third-parties to seek to acquire land in Public ownership. Some of the identified properties listed will be transferred to the Jersey Development Company and / or Andium Homes Limited as directed by the Regeneration Steering Group. The remainder will be marketed through an appointed agent in due course.
C
The attached spreadsheet details the 40 properties which have been disposed of over the past five years.
All 40 Disposals Over Past five Years as at 23 December 2020
All Royal Court property contracts are available to view at the Public Registry, therefore, any further sale information is exempt under Article 23 (available by other means) of the Freedom of Information (Jersey) Law 2011.
D
The notes on the property disposal spreadsheet explain the nature of the 40 sales.
Professionally qualified officers within JPH determine the most appropriate process for disposal by taking into consideration several factors:
sales to a single interested party, such as the sale of freehold interests to incumbent leaseholders in accordance with approved policy
disposals to Government of Jersey (GOJ) interests such as Andium Homes and States of Jersey Development Company in accordance with approved policy
other ‘special purchaser’ requirements, such as sale to an adjacent landowner, where public marketing is inappropriate
All disposals are recommended to the relevant Minister / Assistant Minister by JPH as the body established by the GOJ to manage land and buildings owned by the Public of Jersey.
The States Assembly are advised by report of any Minister approved disposals in accordance with the States Standing order 168 (3).
E
No properties under the remit of JPH have been transferred to the Jersey Development Company in the past five years.
F
The following two properties have been transferred to Andium Homes Limited within the last five years and are shown in bold on the disposal spreadsheet.
