If this subnet is recognised by GOJ and is not used for traffic monitoring what is its purpose?

No. The Government of Jersey do not monitor Island web traffic, this would fall to an Internet Service Provider (ISP). This ISP address is not used by the Government of Jersey.

The Government of Jersey does not hold this information.

The Government of Jersey does not monitor or control Island ISP networks, nor does it actively monitor any of these networks.
