Now that the MTFP (2) has been published, please disclose any documents setting out options to deal with the deficit. I’d be interested in seeing any document that laid out alternatives to the plan adopted.

Response

The MTFP report illustrates the anticipated income range within which the spending plans have been prepared.

The upper, central and lower ranges of income are provided in summary in figure 18, page 47 of the MTFP report P72/2015.

The detail of the income ranges is provided for each income type in the appendices 1 to 5, pages 150 to 165 of P72/2015

The upper, central and lower range of economic assumptions from the Fiscal Policy Panel (FPP) on which the forecasts are prepared appear at appendix 6, page 166.

The full detail of the range of income tax forecasts and the detail behind the economic assumptions are found in the Income Forecasting Group (IFG) report P72/2015 Add(2).

The Short Term Funding Measures are detailed in section 13, page 86. P72/2015

The Contingency Plans, section 14 P72/2015 provide for variations in the expenditure or income plans over the period 2016 to 2019.

The distributional impacts of the package of savings, growth and benefit changes will be assessed and included in the MTFP2 addition next June, once the detail of all the proposed measures for 2017 to 2019 have been identified.

The FPP have also commented on the flexibilities within the MTFP to deal with different scenarios section 2.7, page 36 of the September 2015.
