Request

A number of changes to traffic flow were made in the early 2000s to change traffic in the Cordon Area of St Helier and on the St Helier Ring Road. As shown in States Assembly report P.115/2001.

I would like to request:

A

The original report(s) on the improvements to the Ring Road between 1987 and 2000, specifically the Springfield and Wellington Road gyratory systems and the Gloucester Street / Cheapside one way system, but also any other improvements to the Ring Road that occurred during this period.

B

i) The original report(s) associated with the decisions to alter traffic flow around Union Street, and the junction with Union Street and the Parade, including, if possible, any public leaflets issued to inform the public specifically about this change.

ii) Information about the previous traffic management in this area that the Street Life programme replaced. With these,

I don't request all reports / files associated with these improvements, only the reports that the States or Government hold that initially detailed the changes with regard to the improvements mentioned and the final plans that were implemented.

Some of the information you have requested is already accessible to you by other means and it is therefore exempt under Article 23 of the Freedom of Information Law.

The policy framework for the Ring Road improvements were set out in the 1987 Island Plan. The plan itself was preceded by a Survey and Issues Report. We understand both documents should be available for you to view at the Public Library.

Article 16 - A scheduled public authority may refuse to supply information if cost excessive

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.

Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 allows an authority to refuse a request for information where the estimated cost of dealing with the request would exceed the specified amount of the cost limit of £500. This is the estimated

cost of one person spending 12.5 working hours in determining whether the department holds the information, locating, retrieving and extracting the information.

Article 25 Personal information

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.

(2) Information is absolutely exempt information if – (a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and (b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.

Article 23 Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
