Please may we see all the documentation relating to the National Trust for Jersey's application for money from the Fiscal Stimulus Fund in relation to Morel Farm (and its development into a farm B & B, self-catering unit and glamping site) including, but not limited to:

A

The expression of interest by the National Trust for Jersey

B

The full business case by the National Trust for Jersey and any other documentation / materials submitted by them in support of their application

C

The fiscal stimulus group's minutes and recommendation

D

Minutes of meetings from the Economic Recovery Political Oversight Group and the Corporate Services Scrutiny Panel

E

Paperwork relating to the Minister for Treasury and Resources decision to grant money to the Morel Farm project

F

Please also provide the terms of reference against which applications for fiscal stimulus monies were assessed.

It is presumed this part of the request relates to the group’s consideration of the application from the National Trust for Jersey. Fiscal Stimulus Fund Tranche Two recommendations

There was a set of criteria for the Expression of Interest and for the Business Cases which were based on the central tenets of Timely, Temporary and Targeted as set out in the proposition (P.128/2020). We have an intention to publish the criteria alongside a report on the allocations of the Fiscal Stimulus Fund. The estimated timeframe for this at present is by October 2021.

Article 10 Obligation of scheduled public authority to confirm or deny holding information

(1) Subject to paragraph (2), if –

(a) a person makes a request for information to a scheduled public authority; and

(b) the authority does not hold the information,

it must inform the applicant accordingly.

Article 26 Information supplied in confidence

Information is absolutely exempt information if –

(a) it was obtained by the scheduled public authority from another person (including another public authority); and

(b) the disclosure of the information to the public by the scheduled public authority holding it would constitute a breach of confidence actionable by that or any other person.
