If a Jersey Person intends to move to Europe and work prior to their Jersey Pension kicking in Is there an Expat stamp that can be paid until retirement age, so that they can retain their full Jersey pension entitlement on reaching the pensionable age ?

Persons going abroad in continuation of employment

Where a person in class 1 employment and ordinarily resident in Jersey leaves Jersey and continues in that employment for an employer who has a place of business in Jersey, that employment is treated as employment continuing in Jersey, for a period of 12 months from the date the person leaves Jersey. For this period class 1 contributions continue to be compulsorily payable to Jersey.

After the period of 12 months, or when the employment ends if that is earlier, the person, if still out of the island, is entitled to pay voluntary class 2 contributions. (See the section below).

The period of 12 months stated above may be extended if there is a reciprocal agreement between Jersey and the country the person is working in that provides for this.

Other persons going abroad

If a person already insured in Jersey, and not in class 1 employment, leaves the island there is no liability for the payment of contributions for any month during the whole of which they are absent.

A person in this situation may voluntarily choose to pay a class 2 contribution provided they satisfy either of the following conditions;

  • They have been resident in Jersey for a continuous period of not less than three years at any time prior to the month they wish to pay voluntary contributions for; or 
  • They have paid contributions in Jersey of at least the equivalent of three full years at any time up to six months prior to the quarter containing the month they wish to pay the voluntary contributions for.

These voluntary class 2 contributions must be paid at the full rate. For 2022 this is £1,019.50 per month.

Making voluntary class 2 contributions may increase entitlement to a full Jersey old age pension but this is dependent on the persons existing contribution record at the time they leave Jersey and how long they then continue to contribute.
