HCS have previously, from time to time, employed a consultant [name redacted] from a company called Improving Performance Consultancy.

Could you please tell me: as at 21st February 2022 


Is this lady or her company employed by, or under any kind of contract to, the Government of Jersey or held on a retainer? 


If the answer to any of the above is yes, please give details of the nature of the work the lady or any other employee of this company is/will be undertaking? 


If this person or company are not currently in the employment of HCS, is there any immediate known plan for this to change and, if so, when and for what purpose? 


Is this lady's name still held on file as a possible 'independent' interviewer and, if so, why? 


Who is responsible for the initial employment of this lady or her company? 


How much money have we paid to this person in the last 10 years? (Please split by year)  



Improving Performance Consultancy was engaged under a contract. 


A previous Freedom of Information response has provided detailed information in relation to the work undertaken by Improving Performance Consultancy, and as such Article 23 of the Freedom of Information (Jersey) Law 2011 has been applied.

Article 3 - Meaning of "information held by a public authority" 

For the purposes of this Law, information is held by a public authority if – 

(a)  it is held by the authority, otherwise than on behalf of another person; or 

(b)  it is held by another person on behalf of the authority. 

Article 23 - Information accessible to applicant by other means 

(1)  Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge. 

(2)  A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
