Request

Under the Freedom of Information Law I would like to request the following:

A list of public baby changing facilities whether owned or operated by the States (Government) of Jersey.

I don't not require this to be broken down into if these are located in the male/female/disabled toilet. Just the location and a yes or no.

If this request exceeds the time limit, please do work up to it.

This is greatly in the public interest as the Government has pledged to put children first.

Response

The Government of Jersey does not maintain a list of where in Jersey baby changing facilities are located, whether these are within government or external sites. 

Therefore, Article 10 of the Freedom of Information (Jersey) Law 2011 applies.

However, an asset survey, which includes baby changing equipment, is currently being undertaken in relation to the Government of Jersey sites that are administered by Jersey Property Holdings (JPH).

The following table details where these baby changing facilities are located.

It should be noted that there may be additional sites that include baby changing units since the asset survey and system updates are still in progress.

Therefore, this is partially exempt under Article 23 of the Freedom of Information (Jersey) Law 2011 as the information is accessible by other means.

Article applied

Article 10 - Obligation of scheduled public authority to confirm or deny holding Information

(1) Subject to paragraph (2), if –

(a) a person makes a request for information to a scheduled public authority; and

(b) the authority does not hold the information, it must inform the applicant accordingly.

Article 23 - Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
