I would like to know how many people in Jersey have been fined by the courts or Parish Halls for not picking up their dog mess in 2021 and 2022 so far.

There have been no people in Jersey fined by the courts for not picking up their dog mess in 2021 and 2022 so far.

The information you have requested in respect of Parish Halls is not held by the Government of Jersey therefore Article 3 of the Freedom of Information (Jersey) Law 2011 applies; however, it may be held by the parishes so you might wish to send your information request in writing to:
