According to the data provided by yourselves at: 

Coronavirus (COVID-19): Number of coronavirus (COVID-19) cases, tests and inbound travel (gov.je)

Jersey, over a 2.5 year period, has tested a total of 1067252, nearly 9x its population.

The data also suggests that from the test cases 1009519 had returned positive, again 9x its populations.

Breaking the data down i can see:

2020 = 232k positive cases

2021 = 682k positive cases

2022 = 327k positive cases

I understand that not everybody on island is contributing towards the statistics and taking testing/isolation in home without advising the government. therefore for each year listed above I would like to know:

A

of the island's population what % of people are registered at the testing centre vs the % of never attended/registered for a test.

B

of the people registered how many times have they returned a positive case, i.e.,

i) 1 positive in the year 2020 or 2021 or 2022

ii) 2 positives ...

iii) 3...

iv) 4...

v) 5...

vi) 6...

vii) etc...

C

Please provide a breakdown of the vaccination status of each positive case at the time of testing

Please note, the figures stated in the request have been erroneously calculated (summing of cumulative figures) and should read: 

2020 = 2,760

2021 = 16,662

2022 (up to 18 August) = 39,311 

In total, Jersey has recorded 58,733 cases since March 2020 not 1,009,519 as stated in the question.

A

Information is not held in the format requested (the number of unique positive cases is calculated and not the number of unique tests and which have not been calculated as a proportion of Islanders). Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

B

Information in respect of reinfections is published monthly on www.gov.je. Article 23 of the Freedom of Information (Jersey) Law 2011 has been applied.

Article 3 - Meaning of "information held by a public authority"

For the purposes of this Law, information is held by a public authority if –

(a) it is held by the authority, otherwise than on behalf of another person; or

(b) it is held by another person on behalf of the authority.

Article 23 - Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
