With regard to the Creative Spaces Summer 2022 programme of arts activity in a variety of public spaces:

A

Who is the lead programmer for Creative Spaces and what is their employment relationship to government, e.g. civil servant, temporary contract, freelance etc.?

B

What is the total budget allocated for the 2022 Creative Spaces programme?

C

What steps were taken in advance to check for similarities / diary clashes with other Island events, in particular those programmed by government-funded venues and festivals, ( i.e. the overall impact on the arts ecosystem in the Island?)

D

Were applications made in advance for Bailiff's permits for events in spaces which do not have an existing annual permit – or are government events exempt from Bailiff's permission?

E

Does the Creative Spaces programme represent a longer-term policy shift by government, away from an arm's length model (i.e. funding organisations such as Jersey Arts Centre to deliver events in the community), towards the direct programming and delivery of events by government?

F

Does the Creative Spaces programme represent a longer-term policy shift by government away from funding what might be considered more 'traditional' fixed venues, such as Jersey Opera House, towards ad hoc spaces?

A

Carolyn Ramsay is the lead programmer, contracted via a professional service arrangement.

The programme has not yet concluded however, £80,000 is available in 2022.

The programmer considered and consulted with numerous individuals and organisations involved in events in the organisations.

The Government of Jersey partnered with the Jersey Development Company who had existing permissions and agreements with the Bailiff's panel for public events in the spaces used.
