Following the publication of the Planning Department’s approval of the Building Application for the refurbishment of Plemont Ward in the General Hospital to become a Rehabilitation ward:

A

The refurbishment of Plemont Ward is necessary to maintain critical infrastructure. The bulk of the improvements are focussed in areas of compliance including fire safety, water safety, and electrical infrastructure (fire alarms, nurse call, lighting and wiring). Mechanical upgrades include damper replacements, new sanitary ware, duct cleaning and safety valves. There will be medical gas infrastructure upgrades to bedhead services. Building fabric, windows, fire doors, ceilings and decorations are also subject to refurbishment.

The refurbishment works are not linked to the Our Hospital Project.

The Plemont Ward refurbishment project will deliver a 28-bed acute inpatient facility. This ward will consist of four single rooms and four 6-bed bays.

Physiotherapy and Occupational Therapy Rehabilitation services will be carried out at Samares Ward, located at Overdale Hospital, Westmount. Services will continue to support inpatients on Plemont Ward as with any other inpatient ward.

Samares Ward is the designated rehabilitation unit and is the preferred location for any patients requiring rehabilitation who no longer require acute medical or surgical care. Plemont Ward has capacity for 28 inpatients. If patients meet the rehabilitation unit criteria or need, they would then be transferred to the rehabilitation unit.

Not all patients accommodated on Plemont Ward will have single rooms with ensuite facilities. Please see response to question B for details of the ward layout.

Mobile hoists will be used to support any patient that requires one.

The ward is an acute inpatient environment / area.

The refurbishment of Plemont Ward was part of the Council of Ministers approved P59 proposition and was committed works of critical infrastructure prior to the Ministerial decision not to close Samares Ward at the end of December 2022. These works will allow this area to be utilised as an acute inpatient ward, as per question F response.

The Government of Jersey has completed all internal documentation with reference to business case and investment appraisal.  All documentation that is required to be made public has been, such as Building Bye-Laws.

The total cost of the project is £1,382.996.56.

The original contracted delivery date is 23 February 2023. The design team has worked with the contractor for an earlier handover in January to mitigate winter pressures.

The contract holds a Liquidated Damages clause for non-completion, at £5,000 per week of delay. The project team does not anticipate any delay of this nature.
