I would like to find out more about the nursing posts in Adult Mental Health and Adult Social Care. In particular:

A

How many nursing posts are occupied in a) adult mental health and b) adult social care broken down by grade. e.g., grade 4, grade 5, etc.

B

How many nursing posts are currently vacant in a) adult mental health and b) adult social care broken down by grade. e.g., grade 4, grade 5, etc.?

C

For nursing posts that are grade 7 or above, can you detail the exact post titles in adult mental health and adult social care. Can you confirm the start dates of staff in these posts, who were on the interview panels and the grades of these posts? Can you share the job descriptions for each post and date of job evaluation? Can you confirm that all staff in these posts meet all the essential criteria as per the JD and evaluated grade?

Can you confirm how many staff completed on island nurse training in 2021 and 2022. How many of these have gone to work in a) adult mental health and b) adult social care?

E

How many complaints have there been about nurses in adult mental health and adult social care in 2021 and 2022?

The table below shows the Full Time Equivalent (FTE) nursing post occupancy in Adult Mental Health and Adult Social Care. Where numbers are small, disclosure control has been applied to protect the privacy of individuals and numbers fewer than five are represented as ‘<5’. Article 25 of the Freedom of Information (Jersey) Law 2011 has been applied.

It is important to note that there a number of other posts within the Adult Mental Health and Social Care structure that are occupied by nurses, but due to the role being available to a range of professionals from various professional backgrounds they are not classified as nursing posts (for example, a Community Team Manager role requires a professional clinical qualification, but could be a nurse, Occupational Therapist or social worker).

The Lead Nurse job description relates to the Head of Service roles. The title ‘Lead Nurse’ has been replaced by ‘Head of Service’.

There is no specific job description for Ward Manager of the wards listed in the table. A job description for an equivalent role and pay grade of Senior Sister / Charge Hand in Theatres has been provided.

It should be noted that some of the roles listed are paid at Civil Service (CS) grades when they are not clinical nursing practice roles.

Determination of staff meeting the essential criteria detailed within the relevant job description is made upon application to the role, by interview panels, and by line managers through ongoing supervision and professional assessment.

Details of start date for each post-holder have not been provided, as this constitutes each employee’s personal information. Article 25 of the Freedom of Information (Jersey) Law 2011 has been applied.

Details of interview panels are not routinely held for longer than 12 months, so are not available for all posts detailed in the table above. Article 3 of the Freedom of Information (Jersey) Law applies in this respect.

For appointments which took place in the past 12 months, the following records are held for those involved in recruitment and selection:

19 student nurses graduated in 2021 and 12 student nurses graduated in 2022. All graduates have been appointed to roles in their field of practice. None of these appointments have been in Adult Mental Health or Adult Social Care.

Article 3 - Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if –

(a)     it is held by the authority, otherwise than on behalf of another person; or

(b)     it is held by another person on behalf of the authority.

Article 25 - Personal information

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.
