The Independent Boards Overseeing the Work of the HCS Department

What are the Terms of Reference (TOR) for the HCS Independent Boards overseeing the development of the Jersey Care Model, and clinical delivery in the General Hospital.

Will the agenda for the two Independent Boards overseeing the work of HCS be made public, together with the minutes of their meetings? If not, how will these Board be publicly accountable, as they are being funded out of the HCS budget, itself funded from States of Jersey taxation?

Independent Oversight Board

The Independent Oversight Board (IOB) was established as a result of an amendment to the Jersey Care Model (P.114/2020) following a recommendation made by the Health and Social Security Scrutiny Panel (Recommendation 12, Review of the Jersey Care Model) to oversee the development of the Jersey Care Model. The Terms of Reference for the IOB are as attached.

Health and Community Services Board

The Minister for Health and Social Services announced that they intended to establish a Health and Community Services (HCS) Board in response to the 2022 review of clinical governance arrangements within the Health and Community Services Department. This response was published on 26 August 2022 and can be found on the gov.je web site.

The Terms of Reference for this HCS Board are currently under development. The Terms of Reference will be published and are expected to be considered by the States Assembly before the Board is formally established.

Independent Oversight Board

In addition to reporting to the Minister for Health and Social Services, the IOB also reports to the Health and Social Security Scrutiny Panel on delivery progress and programme management. This supports the scrutiny process and, in turn, enables the States Assembly to hold the Minister to account for the efficient and effective delivery of the Jersey Care Model. The IOB create monthly reports which are shared with the Minister for Health and Social Services and the Health and Social Security Scrutiny Panel.

The reports’ publication process is outlined in the Terms of Reference.

Health and Community Services Board

Subject to the States Assembly deciding the Terms of Reference for the HCS Board, it is anticipated that Board meetings will generally be held in public, and that the Board will report to, and be held to account by, the Minister for Health and Social Services.

Independent Oversight Board

The Minister for Health and Social Services receives reports from the IOB on the progress of the Jersey Care Model (JCM). The Minister may consult board members on specific aspects of the JCM work, but does not attend board meetings.Health and Community Services Board

As detailed above, subject to the States Assembly deciding the Terms of Reference for the HCS Board, it is anticipated that the Minister for Health and Social Services may attend Board meetings and will provide direction to the Board.
