What are the Terms of Reference (TOR) for the Health and Community Services (HCS) Independent Boards overseeing the development of the Jersey Care Model, and the Board overseeing clinical delivery in the General Hospital?

Will the agenda and minutes of the two Boards be published in order to achieve both public information on progress in both the operation of the General Hospital and services delivered by HCS and the development of a new Heath Service Strategy, thus delivering public accountability?
