The Actuarial Report.

The actuarial report 3.5 (Page 11) is that the projections assume no further transfers from the fund in subsequent years which as we all know has happened. The projected fund balance at end of 2022 of approx. £115m compared with the estimated balance shown in the Government plan at 31 December 2022 of £86m (Page 80). One of the other comments in the assumptions is that increased inward immigration does not have any significant impact but increased cost of pharmaceutical benefits would and those have undoubtedly increased. The projections from the 2017 report are as they say estimates. I know some of the transfers are listed in the Government plan amendment passed in December 2022 but I am not sure if that is all of them.

How much has been transferred out between those dates?

Response

Amounts transferred out of the Health Insurance Fund since 31 December 2017:

• 2020: £5.3m

This transfer paid for services from General Practitioners (GPs) relating to Covid.

• 2022: £6.3m

This is the only transfer from the Fund relating to the costs of the “Jersey Care Model” programme for 2021.  The annual report for this programme for 2021 can be found on www.gov.je :
