Response

A

There are 13 Schools in Jersey that are logged as having asbestos in their buildings.

B

Samples of asbestos in the building only highlight what is found through non-intrusive surveying and cannot be quantified, therefore, Article 3 of the Freedom of Information (Jersey) Law 2011 has been applied.

Non licensed asbestos, containing materials, can be removed without certification. Schools may also have removed asbestos themselves over the years with work carried out via their own budgets and or project. Inspections are carried out annually and asbestos is removed as dictated from the survey. This information cannot be quantified; therefore, Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

D

As a rule, buildings after 2000 will not have been surveyed.  Caveat states that all intrusive work should have a refurbishment and development survey carried out prior to work starting. 

E to H

There is no documented record of RAAC in buildings, therefore, Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

RAAC coating may contain asbestos. However, none of the refurbishment and development surveys have this on them.

Article 3 Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if –

(a)     it is held by the authority, otherwise than on behalf of another person; or

(b)     it is held by another person on behalf of the authority.
