The UK Government guidelines (Inclusive Mobility published by DfT) recommend that 6% of public parking should be allocated to disabled people.

The UK Government’s Department for Transport (DfT) Guidelines ‘Inclusive Mobility - A Guide to Best Practice on Access to Pedestrian and Transport Infrastructure’ Section 8.2: The recommended number of designated accessible spaces in different contexts’ states that:  

“(iii) For car parks associated with shopping areas, leisure or recreational facilities, and places open to the general public: a minimum of one space for each employee who is a disabled motorist, plus 6% of the total capacity for visiting disabled motorists”

Also ‘Section 1.4: Who is this guidance for?’ makes clear that the guidance is for use by: 

“anyone designing and installing public realm schemes and improvements, including local authorities and their consultants, highways practitioners, and urban designers. It applies to both new build schemes and upgrades to existing layouts.”  

Therefore, the guidance is not intended to provide a target for Blue Badge space provision for towns or cities as a whole. No UK national statistics are available as to the % allocation of public parking spaces to Blue Badge holders. 

Further to this the British Parking Association (BPA) report ‘Parking Know How Bay Size July 2016’ notes that research in partnership with DfT in 2009 indicated that the 6% one size fits all approach leads to oversupply in some situations and undersupply in others.
