£5.05m spent on the future HOSPITAL project since 2012 including £2.5m spent on independent technical and financial advisors?

A.

Please advise who were these ADVISORS and their qualifications and the sums of monies they each received and if from the UK etc., how much in extras they received for accommodation and which hotels were used, travel, food, hire cars etc.

B.

£768,373 salary spent on project team. Please advise how many were in this team, what were or are their qualifications, were there any from the UK etc., and not wanting names but please advise the salaries received by each individual working on this project? Is this project team still in place and getting paid?

A.

Independent Technical Advisors who have supported the Future Hospital Project are WS Atkins International LLP (2012 to 2013) and Gleeds Management Services Limited (2014 to present).

EY plc are the appointed independent financial advisor (2014 to present).

The qualifications required of independent technical and financial advisors depend on the precise scope of work for each element of the feasibility study undertaken and would take in excess of 12.5 hours to collate in full.

WS Atkins International LLP are an international organisation but their consultants were largely drawn from their Glasgow Office.

There are five staff currently employed within the project team:

  • one project director: delivery
  • one project director: health brief
  • one client lead: engineering services
  • two project support officers

They are all full-time directly employed civil servants with appropriate qualifications and are remunerated in accordance with civil service pay and conditions.

The salary costs incurred relate to a four year period from February 2012 to January 2016. These costs include the cost of the current team and other direct salary costs incurred during that period. 

Information on individual salaries is withheld as absolutely exempt under Article 25(1).

The exact qualifications held by each individual is absolutely exempt under Article 25(1). The respective roles require the following knowledge and skills:

Project director: delivery

The post-holder must be a seasoned professional, qualified in either an engineering, technical or legal field. 

This would typically be a Chartered Engineer ideally a Civil or M&E Engineer, with at least 20 years post Chartered experience and considerable professional expertise in a diverse range of engineering and environmental disciplines, both at design and management levels. 

The post-holder ideally should also hold corporate membership of a professional environmental management body together with a sound knowledge of legal and cost implications of projects. 

Considerable interpersonal and communication skills are required, particularly relating to formal presentations to politicians, professional bodies, the media and the general public. 

In addition, the post-holder is required to speak with authority on technical, legal and procedural matters to various UK government ministries, legal advisers and consultants.

Project director: health brief

The post-holder must be educated to degree level and also be a member of a relevant professional organisation with a minimum of 10 years acute hospital management and development experience. 

The post-holder must be able to demonstrate knowledge of the modernisation agenda in relation to the prioritisation and experience of acute health care services and of the development of acute health briefs for construction of new acute hospital services.

In addition, s / he will have a proven track record of producing high quality results in the management and coordinated development of acute service plans and development programmes. Proven ability to develop and maintain effective resource, staff, performance and facility management during the establishment of development proposals is essential.

The post-holder must have the capacity to command the respect and confidence of other health care professionals, chief executive and executive director colleagues, the Health & Social Services ministerial team and the general public. 

Evidence of a systematic and well-structured approach to problem solving, through the adoption of a self-motivated approach leading to achievement of goals and agreed objectives will be essential. The post-holder will have experience of dealing with the media which is essential in terms of dealing with issues on a proactive and reactive basis.

The post-holder must possess a demonstrable reputation as a senior manager with a proven track record of producing high quality results in the management and leadership of complex health capital development projects.

There is a requirement for consultative leadership and the ability to communicate effectively with and relate to staff so as to develop a cohesive team approach to all aspects of the role. Clinical services are subject to rapid change and technological advance and the post-holder, in conjunction with clinical colleagues, will be required to evaluate potential developments and make recommendations concerning their adoption.

Experience of working at a strategic level with the ability to lead complex clinical and operational services through significant change is required.  The post-holder must demonstrate significant experience in building organisational capabilities, including contributing to the development of a clear strategic vision and direction and have the ability to translate this into successful outcomes.

Project support officer: health brief
    
The post-holder will:

  • ideally be educated to degree level, or be qualified to at least National Vocational Qualification level 3 or at Advanced level standard
  • be able to demonstrate practical knowledge and experience of time critical activity, as the post-holder will be required to work accurately and to deadlines
  • ability to multi-task and prioritise to meet those deadlines
  • proven ability to deliver agreed outcomes within planned timeframes
  • demonstrate initiative and problem solving skills
  • have an understanding of acute health care services
  • have excellent communication skills, as the post-holder must be able to write clear and concise reports, minutes, summaries and communications
  • have excellent IT skills as the post-holder will be required to produce and develop accurate and well-presented written and electronic reports, records and documents
  • have attention to detail as the post-holder will need to be committed to delivering high quality standards in all work activities
  • have the ability to work to agreed outcomes without supervision
  • have excellent interpersonal and communication skills, as the post-holder is required to actively communicate with the Programme team, States Members and senior officials, external parties and Departmental staff with regard to the programme
  • the post-holder must be able to retain confidentiality as required and be discrete and professional in all dealings on the project
  • the post-holder must be an energetic self-starter capable of initiating actions, pro-actively seeking improvements and making decisions with limited supervision
  • a good understanding or experience of the requirements of project management would be preferable

Project support officer: delivery
    
The post-holder will:

  • ideally be educated to degree level, or be qualified to at least National Vocational Qualification level 3 or at Advanced level standard
  • be able to demonstrate practical knowledge and experience of project management finances or any other time critical activity, as the post-holder will be required to work accurately with figures and work to deadlines
  • have excellent communication skills, as the post-holder must be able to write clear and concise reports, minutes, summaries and communications
  • in addition, the post-holder must have the ability to acquire knowledge of the project management process employed within the Section, States of Jersey finance teams, and any legal, audit, health and safety and administration practices affecting the process
  • have excellent IT skills as the post-holder will be required to produce and develop accurate and well-presented written and electronic reports, records and documents
  • have attention to detail as the post-holder will need to be committed to delivering high quality standards in all work activities
  • have excellent interpersonal and communication skills, as the post-holder is required to actively communicate with the Programme team, States Members and senior officials, external parties and Departmental staff with regard to the programme
  • the post-holder must be able to retain confidentiality as required and be discrete and professional in all dealings on the project
  • the post-holder must be an energetic self-starter capable of initiating actions, pro-actively seeking improvements and making decisions with limited supervision
  • a good understanding or experience of performance, risk, contract and health and safety management within projects would be preferable

Client lead: engineering services

The post-holder will be a Member of the Chartered Institutes of either Mechanical or Electrical Engineering and be a degree qualified engineer in engineering services or other relevant and equivalent qualification. 

The post-holder will have at least 10 years relevant experience in delivering engineering service hospital projects, preferably in the Jersey context. 

Have proven experience in client delivery of large or critical public projects within a multidisciplinary organisation with a multitude of stakeholders is essential.

Have experience of overseeing the effective utilisation of resources to achieve best value on infrastructure projects is essential to this post.

Proven experience of working in partnership with technical advisors, design consultancies, and construction and maintenance companies is essential.

Extensive knowledge and experience of the Acute Hospital mechanical, electrical and plumbing engineering services and guidance is essential.

Experience or knowledge of large project management processes is essential

The post-holder must have strong financial management and report writing skills, be computer literate (Microsoft Office essential and Project and Autocad desirable) with excellent project management skills essential.

A working knowledge of the States of Jersey’s Strategic Priorities and Public Sector Reform programme as it effects Health and infrastructure is desirable.

The post-holder must have the management experience, technical ability and acumen to be able to make considered, but timely, decisions on a wide variety of subjects that carry a high degree of risk to the Project and, in turn, the Safe, Affordable and Sustainable delivery of hospital services for the Island.
