The Corporate Portfolio Management Office on the gov.je website states that these documents are mandatory so if they do not exist, please supply the reason as to why process has not been followed.

The requested documents do not exist. Therefore, this information is not held, and Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

The “Trinity Village Improvement Scheme” is being funded from the “Infrastructure Rolling Vote and Regeneration of St Helier” Head of Expenditure (renamed Infrastructure Rolling Vote and Public Realm for proposed 2024 to 2027 Government Plan). 

The work undertaken using this funding source is categorised as Business as Usual for the purposes of project reporting and therefore is not required to follow the framework(s) issued by the Corporate Portfolio Management Office (“CPMO”). This is stated in the Public Finances Manual (gov.je); “… Where a project involves a number of smaller projects which would not in themselves meet the definition of a Major/Strategic project (i.e., Infrastructure Rolling Vote) these will not be expected to fully comply with the Project Delivery Framework…”

For the purposes of this Law, information is held by a public authority if –

(a)     it is held by the authority, otherwise than on behalf of another person; or

(b)     it is held by another person on behalf of the authority.
