Please provide details of the Jersey Schools review process:

As 29 September 2023, which schools are still to be reviewed? 

B

What are the costs incurred for bringing over lead reviewers and supporting reviewers?

C

How much has been spent to accommodate the reviewers during the process either per school review or from 1 September 2022 to 30 September 2023?

Regarding the costs of reviewers (assuming 1 lead reviewer from the UK per review):

How many nights of accommodation are they given and cost of stay?

E

Cost of travel to the island?

F

Cost of transport when on island?

G

Cost of hospitality, for example money for meals and so forth?

H

What wage (on top of the listed items above) are the reviewers paid per visit?  Please provide the figures since the start of the review process in September 2022.

Information on the Government of Jersey Schools Review Framework including all Government of Jersey schools where the review has been completed and the report published is publicly available on www.gov.je. Lead Reviewers are paid a standard fee of £750 per day for a five-day review process (one day preparation, three days onsite in the school and one day for collating all the evidence and writing the report). Travel and accommodation are also paid.

Accommodation costs for the Government of Jersey Schools Reviews from 1 September 2022 to 30 September 2023 were £14,629.00.

Lead reviewers typically get three nights’ accommodation. The costs may vary dependent on accommodation fees at the time. This information is not held in a reportable format. It has been estimated that to undertake a search of files to produce the data would exceed the 12.5-hour timescale as prescribed in the Freedom of Information (Costs)(Jersey) Regulations 2014. Articles 16 of the Freedom of Information (Jersey) Law 2011 has therefore been applied.

Travel costs may vary. This information is not held in a reportable format. Whilst individual reviewers are used on more than one occasion, no two teams are necessarily the same. 

Articles applied

Article 3 - Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if –

(a)     it is held by the authority, otherwise than on behalf of another person; or

(b)     it is held by another person on behalf of the authority.

Article 16 - A scheduled public authority may refuse to supply information if cost excessive

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.

Article 23 - Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
