Request

A

Please provide written details of the betterment clauses which are in place for each separate pay group and are triggered throughout the different pay groups represented by the Government of Jersey.

B

For each betterment clause in question A, please advise if these are triggered by only one off consolidated payments, by multi year consolidated payments, or by non-consolidated one off payments to other pay groups.

C

How many times have betterment clauses been triggered for different pay groups based on another pay group settling on a pay award?

D

Do the States Employment Board have any power in awarding a pay award to one pay group only without it triggering betterment clauses?

Response

A and B

The Government of Jersey currently has no betterment clauses in place in any pay group.

C

This information is not held by the Government of Jersey. Article 3 of the Freedom of Information (Jersey) Law 2011 applies. One betterment clause was in place in 2023, within a specific departmental area. This was not organisational wide. All pay groups except for Teachers agreed to accept the 7.9 per cent consolidated pay award.

D

Yes, the States Employment Board is able to agree differential pay awards without triggering any betterment clauses.
