A number of motorcycle spaces are currently closed, or restricted during building work in St Helier. When this happens who is responsible and is additional capacity provided nearby?

At the time when DVS motorcycle inspections were introduced in 2019, there was a loose timeline for other vehicles to also become subject to inspection. What are the current plans and timeline for other vehicles to become subject to this?

There are 346 motorcycle spaces available in St Helier.

The Government of Jersey is responsible for car parks, and the Parish is responsible for on street parking. All closures are assessed on an individual basis.

Car parks are not monitored regarding the volume, frequency and severity of vandalism and criminal damage to motorcycles whilst parked in allocated bays and car parks in St Helier.

There is no specific budget allocated to motorcycle bays. The Government of Jersey’s annual maintenance budget includes car and motorcycle maintenance as required.

The Government of Jersey has an annual budget for all car parks that includes CCTV maintenance but is not specifically set for motorcycle bays.

The Government of Jersey is responsible for the line markings. There is no CCTV on the motorcycle bays.

It should be noted that the Jersey Development Company is not a Scheduled Public Authority (SPA) under the Freedom of Information (Jersey) Law 2011, therefore, they are not required to respond.

Article 2(4) of the Road Traffic (Periodic Technical Inspections – General Provisions) (Jersey) Order 2018 currently states that relevant vehicles other than minibuses, light motorcycles and mopeds shall be inspected from the 31 March 2024, however this is dependent on a suitable inspection facility being available

Article 39(2) of the UN Vienna Convention on Road Traffic 1968 details that minibuses and goods vehicles exceeding 3500KG and trailers designed to be coupled to such vehicles must be inspected. Article 39(3) further states that as far as possible the provisions of paragraph (2) shall be extended to other categories of vehicles. At the time of introduction, it was possible for goods vehicles over 3500KG and their trailers, and minibuses, mopeds and light motorcycles to be inspected within the existing test facility. The inspection of additional vehicle categories is dependent on a suitable inspection facility being available.
