A

Ian Burns is the Chief Officer of Customer and Local Services and accountable officer for the Long-Term Care fund.

B

Customer and Local Services does not have a specific team for the administration of Long Term Care; it is administered within the Pensions and Care Hub where a number of benefits are managed, therefore it is not possible to answer this question.

C and D

The information requested for the years 2015 to 2022 is already published therefore Article 23 of the Freedom of Information (Jersey) Law 2011 has been applied.

For 2022 the “Statement of Financial Position” or “Statement of Comprehensive Net Expenditure” in the States of Jersey 2022 Annual Report and Accounts summarises this, on pages 327-328, with the balance being at the bottom of page 328.

The Financial Report and Accounts for 2023 are currently in draft format and are due for publication in April 2024. This information is therefore currently not held therefore Article 3 of the Freedom of information (Jersey) Law 2011 applies.

Article 3 - Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if –

(a)     it is held by the authority, otherwise than on behalf of another person; or

(b)     it is held by another person on behalf of the authority.

​Article 23 - Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.​
