Request

B

Please provide a breakdown of the hours worked by temporary staff within each of the divisions under AHP and HSS?

C

Does the Government of Jersey have a Master Vendor or Neutral Vendor to source AHP and HSS agency staff?  If so, who is that contract with and when does it end?

D

Who, within Health and Community Services (HCS), is responsible for managing that contract and what is their job title?

E

Which agency is the largest supplier of AHP and HSS agency staff?

Response

A and B

The information requested in respect of hours worked by Allied Health Professionals and Health Science Services staff engaged on a temporary basis is not available in a central record. Identifying the data would require manual analysis of rosters and / or timesheet submissions for all individuals contracted by Health and Community Services (HCS) across the year.

A Scheduled Public Authority is not required to create new datasets nor manipulate existing datasets in order to respond to Freedom of Information requests. Furthermore, the time necessary to identify and extract the data requested from the records that are available would exceed the timescales prescribed in the Freedom of Information (Costs) (Jersey) Regulations 2014. Therefore, Article 16 of the Freedom of Information (Jersey) Law 2011 has been applied.

Using average headcount for each area across the year (taken from a snapshot figure for each month), and standard weekly contractual hours, the attached table shows the calculated contracted hours for 2023. Actual hours worked will differ, as the calculation cannot account for leave, either through sickness absence or planned periods of leave, all of which would be unpaid for agency contract staff.
