Please provide a copy of the revised uniform policy announced by the Minister for Education and referenced in a press release of 21 December 2023.

B

Please  provide details of any assessment of the potential impact that the implementation of this policy would have on existing uniform suppliers. Please supply any supporting documents if any such assessment was undertaken.

C

Please provide details of consultation with schools on this matter and any guidance that has been provided to schools should their supplier of branded uniform fall away.

D

Please provided details of any analysis of current state uniform costs for parents and any projections for how this policy would reduce those costs, including any calculations of scenarios where no on Island suppliers are in place.

The Government of Jersey School Uniform Policy is published on www.gov.je therefore Article 23 of the Freedom of Information (Jersey) Law 2011 has been applied.

The Minister and Officers engaged directly with uniform suppliers on a number of occasions to discuss the development of the policy. These existing suppliers provided feedback on the potential impact of the policy. Although this feedback was recorded, no official minutes were taken therefore there are no documents to release.

School leaders were fully engaged and kept updated during the formulation and development of the policy. This was through regular Ministerial meetings and contact with CYPES Officers. A working group made up of head teachers was formed to review the application of the new policy prior to its implementation. Feedback was taken on board from the working group and the policy was adjusted appropriately.

The policy development was based on the Jersey Competition Regulatory Authority (JCRA) report. Please see the below link:

Article 23 - Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.​
