As part of his objectives for the last quarter of 2023, Andrew McLaughlin was to provide two key papers "which provide a strategic view and set the strategic vision for the Government of Jersey and inform the 2024 planning cycle" by December 2023.

He was also to provide the Chief Minister with an options paper "which identifies five pragmatic and deliverable options to simplify public service delivery with material efficiencies by the end of 2025".

In January 2024, the former Chief Minister Kristina Moore said that she was "committed to publishing [the CEO papers] when they are ready".

Kristina Moore said she could not provide a timescale for their release but said that she would "endeavour" to provide "a distinct date".

When asked to confirm that the three papers would be published in full and not censored in any way, Deputy Moore said: "I think they are written with that intention because that's what we set out to do."

Please provide the two key papers and the options paper authored by Dr McLaughlin.


The requested papers are not held by the Government of Jersey, Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

For the purposes of this Law, information is held by a public authority if –

(a)     it is held by the authority, otherwise than on behalf of another person; or

(b)     it is held by another person on behalf of the authority.​
