​With regard to the current trans policy in Jersey, please answer the following questions.

1) Please confirm if any Government funding in any form or from any budget is allocated to any of the following:-

a) Liberate Jersey

b) Youth Enquiry Service

c) Jersey Youth Service

d) Trans Jersey

2) Who is the current service manager for vulnerable children?

3) Who (name please) signed off the current guidelines?4) What consultation was there with parents on the current guidelines?

​5) Gender Dysphoria affects less that 0.01% of the world population - why does this Government feel that there is any need to impose this on the other 99.9%?

6) Why were the main consultees of this policy, people in the LGBT+ community?

7) How many PTA's or Governors of school boards were consulted? and who were they?

Response

1) 

a. Liberate Jersey received a total of £8,425 in 2024 from CYPES, this was a mixture of grants and commissioned services.

b. Youth Enquiry Service (YES) is part of Jersey Youth Service which is part of the CYPES Directorate. The Net Revenue Budget for 2024 was £97,000. 

c. The Jersey Youth Service is part of the CYPES Directorate. The Net Revenue Budget for 2024 was £3,772,000 (this includes the Net Revenue Budget for YES quoted in Q1b)

d. Trans Jersey does not exist as an independent organisation and has therefore received no funding from CYPES.

2) This information is exempt under Article 25 of the Freedom of Information (Jersey) Law 2011.

3)  The approval of the policy does not sit with 1 person. This policy followed the correct CYPES process for approval of policies through the Education Directorate Leadership Team, Children and Families Directorate Leadership Team and the Chief Officer Directorate Leadership Team. The policy was then presented to CYPES Ministers and also the Council of Ministers.

4) Feedback on the policy and its application was gained from primary, secondary and faith school Head teachers who represented their school communities. The policy was also presented to Health, CAMHS, Adult Mental Health, Jersey Youth Service and Liberate.

5) This question is a statement and a request for comment. Freedom of Information is a mechanism to enable access to information held in recorded form by a Scheduled Public Authority, rather than to pose questions requiring comment, opinion or speculation. Therefore, Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

Articles applied 

Article 3 - Meaning of "information held by a public authority"

For the purposes of this Law, information is held by a public authority if –

(a) it is held by the authority, otherwise than on behalf of another person; or

(b) it is held by another person on behalf of the authority.

Article 25 - Personal information

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.​
