This FOI is related to a previously raised request under reference: 587481617. I am just in need of some updated information.
Please can you provide the following data in respect of HIV diagnoses and treatment in Jersey for 2024.
1. As at 31 December 2024, how many people in Jersey are recorded as living with HIV?
2. As at 31 December 2024, how many people in Jersey were on antiretroviral medicines to treat a HIV positive diagnosis?
3. How many people, registered as living in Jersey, received a new HIV positive diagnosis in 2024?
4. How many people moved to Jersey in 2024 and had already received a HIV positive diagnosis (ie. know they're living with HIV)?
5. How many people in Jersey were prescribed a course of PEP (post-exposure prophylaxis) in 2024?
6. How many people in Jersey were prescribed a course of PrEP (pre-exposure prophylaxis) in 2024?
7. How much did the Government of Jersey's Health department spent on HIV treatment (including; PEP, PrEP and regular anti-viral medicines) in Jersey for 2024?

From records available for those known to Health and Care Jersey (having some form of interaction with the service), 153 people were known to be living with HIV locally in 2024.

Fewer than five individuals are not on treatment. As these numbers are small, disclosure control is applied, and Article 25 of the Freedom of Information (Jersey) Law 2011 has been applied to protect the privacy of individuals.

There were 7 people with a new diagnosis of HIV recorded in 2024.

20 people with an existing diagnosis of HIV transferred to the care of local services in 2024.

Pharmacy records show costs for pre-exposure prophylaxis (PrEP), post-exposure prophylaxis (PEP), and medications which are used in HIV treatment total ÂŁ627,333 in 2024.
Whilst rationale for treatment would be documented in individual service users’ clinical notes within the Sexual Health / Genitourinary Medicine (GUM) and Blood-Borne Virus services, indication for treatment is not recorded within the Pharmacy dispensing system, and it is not possible to determine from Pharmacy data whether treatment with the antiretrovirals concerned is for pre-exposure prophylaxis, post-exposure prophylaxis, or active HIV treatment. Therefore, Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

Article 3 - Meaning of “information held by a public authority”
For the purposes of this Law, information is held by a public authority if –
(a) it is held by the authority, otherwise than on behalf of another person; or
(b) it is held by another person on behalf of the authority.
Article 25 - Personal information
(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.
(2) Information is absolutely exempt information if –
(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and
(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.​
