​Could you tell me how much money - total - the States have spent on payments to external recruitment companies in each of the last five years. I'd also like a list of the companies that have been engaged by the States.

We would like to clarify the wording of your request - please could you provide greater detail?  We are currently working on the basis that your question is seeking information regarding payments made to external recruitment companies for the sourcing and recruitment of executive candidates for the Government of Jersey.

Thanks, you are right. 

Actually while were at it can I have the names of all of the external recruitment companies that have contracts with the States, and the total cost broken down by department.

Please note that the Government of Jersey has no ongoing contract in place with recruitment providers for the sourcing and recruitment of executive candidates. An individual agreement is sourced and signed for each recruitment assignment.  

Following investigation, it has been ascertained that, due to the way that transaction data is recorded, there is no separate data point for search fees, as these costs are grouped in with other costs, such as costs for temporary workers, etc. Therefore, to provide specific cost information relating to ‘Executive Recruitment’ search fees, for the period requested, would require the examination of thousands of freeform narratives individually inputted by staff across the Government of Jersey to ascertain which transactions were in scope of the request.  It has been estimated that the cost of extracting the relevant data would exceed the cost limit provisions set out in the Freedom of Information (Costs) (Jersey) Regulations 2014. Article 16 of the Freedom of Information (Jersey) Law 2011 has therefore been applied.

Article 16 - A scheduled public authority may refuse to supply information if cost excessive

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations. 

(2) Despite paragraph (1), a scheduled public authority may still supply the information requested on payment to it of a fee determined by the authority in the manner prescribed by Regulations for the purposes of this Article.

(3) Regulations may provide that, in such circumstances as the Regulations prescribe, if two or more requests for information are made to a scheduled public authority –

(a) by one person; or

(b) by different persons who appear to the scheduled public authority to be acting in concert or in pursuance of a campaign, the estimated cost of complying with any of the requests is to be taken to be the estimated total cost of complying with all of them.​
