Dear Central Information Governance Office,
PEI Group is interested in receiving private market investment reports from the State Of Jersey Public Employees Pension Fund. Today, 4/14/2025, we are requesting quarterly cash-flow reports from Q1 2000 to Q4 2024 on an individual quarterly basis, if available, of all your private capital investments, in digital format.
This request is being made under the following law: Public Records (Jersey) Law 2002 – grants access to records concerning States functions and other public functions in Jersey, with specific provisions for their management and preservation
Private capital investments include private equity, real estate, natural resources, infrastructure, venture, and private debt funds. Each report would ideally contain these fund attributes:
1. Investment or fund name and vintage year
2. Period or date of investment performance
3. Net capital calls or contributions
4. Net distributions
5. Net asset value or remaining value
6. Net IRR
7. Net multiple or TVPI
8. Assets Under Management (AUM) breakdown by asset class
9. Board meeting and investment committee meeting materials for the last quarter (board packets, manager presentations, meeting minutes

Response
The State of Jersey Public Employees’ Pension Fund (PEPF) is not a Scheduled Public Authority under the Freedom of Information (Jersey) Law 2011 and is therefore not subject to Freedom of information Legislation. The information requested is not held by the Government of Jersey and Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

For the purposes of this Law, information is held by a public authority if –
(a) it is held by the authority, otherwise than on behalf of another person; or
