Please provide details of all vehicles exempt from displaying both front and rear licence plates.

The reason for this request is that there are public services vehicles circulating on the islands roads. 

How many buses are exempt from displaying both registration plates?

Clarification requested

Please provide clarification regarding which type of plate information you require as the request refers to ‘licence plates’ in Q1 and ‘registration plates’ in Q2.

Clarification received 

I have seen buses operating from Liberty Bus circulating on the Islands road without displaying front and rear number plates.

This particularly applies to their double decker buses.

DVS needs to clarify what vehicles are exempt from displaying both number plates for all vehicles circulating on the roads of Jersey.

The information requested is exempt under Article 23 of the Freedom of Information (Jersey) Law 2011 as the information is shown in Part 2, Article 2 of the Motor Vehicle Registration (Jersey) Law 1993 and can be accessed on the Jersey Legal Information Board using the following link.

Motor Vehicle Registration (Jersey) Law 1993​

All other vehicles on the vehicle register are required to display front and rear registration plates apart from motorcycles who display a rear plate only.

All buses are required to display plates unless any of the legislation provided in response to question 1 applies.

Article applied

Article 23 - Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.​
