Please could you supply me with a record of all Ducati motorcycles registered on Jersey by model and, if possible, date of first registration. Happy to receive data in an excel file format which I can sort myself in necessary.

The information requested is exempt under Article 23 (Accessible by other means) and Article 36 (Future Publication) of the Freedom of Information (Jersey) Law 2011.
Article 36 is a qualified exemption; therefore, a public interest test has been applied and is shown at the end of this response.
The Scheduled Public Authority have committed to publish vehicle registration details quarterly on open data (Welcome - Government of Jersey Open Data).
Information up to 31 March 2025 can currently be accessed using the following link.

Once downloaded, the whole spreadsheet can be filtered to allow the extraction of the specific information required eg number of Ducati motorcycles.
Registration details up to 30 June 2025 are due to be uploaded in July 2025. You will be able to access this and any future updates by using the search term ‘Registered Vehicles’ on the open data home page.

Article 23 - Information accessible to applicant by other means
(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.
(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
Article 36 - Information intended for future publication
(1) Information is qualified exempt information if, at the time when the request for the
information is made, the information is being held by a public authority with a view to
its being published within 12 weeks of the date of the request.
(2) A scheduled public authority that refuses an application for information on this ground
must make reasonable efforts to inform the applicant –
(a) of the date when the information will be published;
(b) of the manner in which it will be published; and
(c) by whom it will be published.
Public Interest Test
Article 36 is a qualified exemption, which means that the Scheduled Public Authority is required to undertake a public interest test to examine whether, on balance, the public interest in maintaining the exemption outweighs the public interest in disclosing the motorcycle registration details.

• disclosure of the information would support transparency to the general public.
Public interest considerations favouring withholding the information
It is intended to publish registration data within 12 weeks of the receipt of this request on www.opendata.gov.je. The information is currently being collated prior to publication and therefore it is not possible to release it at this stage.
On balance, the public interest favours withholding the information at this time, particularly as it is scheduled to for publication within 12 weeks. While there is a public interest in transparency and timely access to information, this interest is already being met through the planed publication, which will ensure equal and fair access to the data for all.
