Please can you provide the following information under Jersey’s Freedom of Information laws:

1. Please confirm how many work permits were issued in Jersey in 2020, 2021, 2022, 2023, 2024 and 2025 to date. Please can this be broken down into Skilled Work Permits and Temporary Work Permits. 

2. How many Skilled and Temporary Work have been issued to overseas workers (i.e. those not from Britain or Ireland) for 2020, 2021, 2022, 2023, 2024 and 2025 to date.

3. How many employers in Jersey are currently employing people from overseas on Skilled and Temporary work permits?

4. What is the nationality split of the people issued Skilled and Temporary work permits for 2020, 2021, 2022, 2023, 2024 and 2025 to date?

5. What is the split of work Skilled and Temporary work permits issued by each industry sector for 2020, 2021, 2022, 2023, 2024 and 2025 to date. (i.e. farming/hospitality/agriculture/fishing/construction)

6. Of those issued a Skilled and Temporary work permit, how many people left the island over the last 5 years -- 2020, 2021, 2022, 2023, 2024 and 2025 to date -- before their employment period was due to end?

It is not possible to break down skilled work permits by sector. Temporary permit data has been provided.

This information is not held by the Scheduled Public Authority and therefore Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

Articles applied

Article 3 - Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if –

(a)     it is held by the authority, otherwise than on behalf of another person; or

(b)     it is held by another person on behalf of the authority.

Article 25 - Personal information

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.

(3) In determining for the purposes of this Article whether the lawfulness principle in Article 8(1)(a) of the Data Protection (Jersey) Law 2018 would be contravened by the disclosure of information, paragraph 5(1) of Schedule 2 to that Law (legitimate interests) is to be read as if sub-paragraph (b) (which disapplies the provision where the controller is a public authority) were omitted.​
