Planned ICT procurements for 2025/26.
Information related to planned Information and Communication Technology (ICT) procurements for the current financial year (2025/26).
This can include details of the ICT budgets or planned ICT projects for 2025/26.
Response
The Government of Jersey separates their procurement activities into a number of categories, one of which is ‘Digital’. For the purposes of answering this question we have assumed that data held in relation to the ‘Digital’ category can be used to provide information related to ICT.
There is not an exhaustive list of planned Digital Procurement activity, however a centralised list is maintained of ‘in progress’ and ‘planned’ procurement activity of which the following have been identified:

Digital Consent Solution
Digital Fall Detection Solution
Digital Electronic Patient Record Solution for Maternity
Digital Payment Solution for Schools
Digital Business Tax Portal
Value Added Reseller for Software
Value Added Reseller for Hardware
A number of activities have been excluded, because they fall into the category of renewals and therefore are considered commercially sensitive, and as such, Article 33 of the Freedom of Information (Jersey) Law 2011.
Budgets are not held in a way which would differentiate ICT or Digital spend; therefore, the requested data is not held, and Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

Article 3 - Meaning of “information held by a public authority”
For the purposes of this Law, information is held by a public authority if –
(a) it is held by the authority, otherwise than on behalf of another person; or
(b) it is held by another person on behalf of the authority.
Article 33 - Commercial interests
Information is qualified exempt information if –
(a) it constitutes a trade secret; or
(b) its disclosure would, or would be likely to, prejudice the commercial interests of a person (including the scheduled public authority holding the information).
