Please could you provide the number of student finance applications received over each of the past 10 academic years (from 2015/16 to 2024/25, or for the most recent 5 years, if data for 10 is not available), broken down by gross household income bands as used by Student Finance:

If you use slightly different income bands in your own reporting or data collection, I would be happy to receive the data in that format, but please provide a key or explanation of the bands used. For example, if different income bands were used in previous years, I will be happy to accept an approximate amalgamation, or the information for each year on separate income bands.

As per the published retention schedules which can be found at the following link: https://www.gov.je/SiteCollectionDocuments/Education/ID%20Retention%20Schedule%202019%20Skills%20Jersey.pdf The department does not hold information prior to the 2019/2020 academic year, therefore Article 3 of the Freedom of Information (Jersey) Law 2011 is applicable.
The table attached represents the number of student finance applications received over each of the past 6 academic years broken down by income bands.

The data has been taken from all student finance applications in the years requested. Please note the following:
• All student finance applications have been included where applicants meet the eligibility criteria. Therefore, this number will include all age ranges applying in that academic year.
• Students are required to apply for finance in each academic year of their study period. Therefore, all student finance applications have been included in the total for each year, which will include those studying in years 1, 2, 3 etc.
Where numbers are fewer than five, disclosure control is applied to avoid identification of individuals. Article 25 of the Freedom of Information (Jersey) Law 2011 has been applied.

Article 3 - Meaning of “information held by a public authority”
For the purposes of this Law, information is held by a public authority if –
(a) it is held by the authority, otherwise than on behalf of another person; or
(b) it is held by another person on behalf of the authority.
Article 25 - Personal information
(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.
(2) Information is absolutely exempt information if –
(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and
(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.
