Can you please provide me with the number of births to immigrants living less than 5 years in jersey over the years 2019, 2020, 2021, 2022, 2023 and 2024. Compared with the the overall figure of jersey births?

The information requested for births to individuals who have been living on the island for less than five years at the time of delivery cannot be identified from records held by Health and Care Jersey. Therefore, Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

Although a field is available in the Electronic Patient Record for residential status, this cannot be reported as it was recorded at the time of an historic interaction, suc​h as a birth. Information in this field is updated manually as and when the Department is advised of a change and so cannot be considered reflective of current residential status. Furthermore, residential status is not equivalent to years living in Jersey.

As information is available elsewhere, Article 23 of the Freedom of Information (Jersey) Law 2011 has been applied.

Article 3 - Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if –

(a)     it is held by the authority, otherwise than on behalf of another person; or

(b)     it is held by another person on behalf of the authority.

Article 23 - Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
